Do I need a survey before ordering?
Not always. For the feasibility study and basic site plan, your APN and property address is enough to get started. A licensed survey is required before the city records your final parcel map I'll advise you at the right stage.
Does this work for all California cities?
Yes. SB 9 is a state law that overrides local zoning across California. I'm familiar with LA, San Diego, San Jose, Sacramento, and surrounding jurisdictions.
What's the difference between SB 9 and a regular ADU?
An ADU adds a unit to your existing lot. SB 9 actually splits your parcel into two separate legal properties each of which can then have up to two units. That means more development potential and the ability to sell the new lot separately.
